Dans un article intitulé “Setting the bounds of the European Union”, Andrew Duff - ancien membre britannique du PE - remet en question l’”impératif catégorique”, “la pensée unique” de l’élargissement à tous vents et à tout va de l’UE.
Il propose en quelque sorte une nouvelle stratégie en trois étapes :
Accords d’association (et non adhésion immédiate) avec les États des Balkans (et la Turquie),
Renforcement des structures internes de l’UE,
Adhésions éventuelles de nouveaux membres.
Position très isolée qui rejoint celle présentée sur ce blog à maintes reprises ... mais qui n’a aucune chance d’être suivie par les Gouvernements ou les Institutions.
Cependant, grâce au Président Macron, les prochaines négociations d’adhésion seront peut-être menées avec plus de réalisme et de prudence.
Sans que, pour autant, même une tentative de renforcement interne de l’UE paraisse envisageable.
L’ Union doit donc se préparer à un "effet d’accordéon" Brexit-Élargissement (1) qui va confirmer la remise en question tous ses fondements originels.
